Pollop Phonpornwithoon is the Assistant Utility Director for Operations and Maintenance at Palm Beach County Water Utilities Department (PBCWUD). He oversees distribution systems, water and wastewater treatment plants, and both information and operational technologies. Under his executive sponsorship, PBCWUD achieved ISO 55001 recertification in 2024, and he has guided the utility’s Integrated Utility Master Plan, a 25- to 30-year roadmap with a projected $4.2 billion in strategic projects, helping the utility anticipate and address emerging trends. Previously, as Director of Operations, he managed a $40 million annual budget and directed multiple high-impact projects. His expertise in project management, technical direction, and stakeholder engagement has consistently driven outstanding results, and he is a professional engineer, certified project management professional, co-lead of the South Florida Institute of Asset Management, and a recognized thought leader in the water utilities sector.
