Noel is a utility industry executive and electrical engineer with more than 25 years of electric utility experience in transmission and distribution planning, distribution operations, load forecasting, and DER integration. His career includes leadership roles at Consolidated Edison, PSE&G, PHI-Pepco (Exelon), Quanta Technology, and LUMA Energy, where he served as Director of T&D Planning and Asset Management, where he led strategic initiatives to strengthen, modernize, and improve the resilience of Puerto Rico’s electric grid. He holds an MS in Electrical Engineering from Manhattan College, a BS from Silliman University, and a U.S. Patent for an innovative emergency network load transfer system.
