Business Continuity and Emergency Manager, Portland General Electric
Luis Hernandez brings over a decade of experience in emergency management and continuity planning within both the public and private sectors. At Portland General Electric (PGE), Luis serves as a Senior Business Continuity and Emergency Management Consultant, where he leads the development and delivery of company-wide incident response and crisis management training, including ICS instruction. He facilitates operational readiness through enterprise-wide exercises, After-Action Reviews, and continuous improvement processes that support utility resilience. Luis is also an active Emergency Management Accreditation Program (EMAP) Assessor, contributing to national standards for emergency management programs. Before joining PGE, Luis held senior planning roles with Multnomah County Emergency Management and the Hillsboro School District. His background also includes elected and appointed leadership positions as a city councilor, planning commissioner, and nonprofit board member. A U.S. Army veteran, Luis served honorably and completed his active-duty service as a Staff Sergeant.
