Lincoy Small is an Electrical Power Engineer, with more than twenty five (25) years of experience in the power and utility industry. He is currently Director of System Operations at the Jamaica Public Service Company Ltd (JPS). In this capacity, Lincoy is responsible for leading the daily to annual operations and optimization of the Generation, Transmission and Distribution Systems on Jamaica’s National Power Grid that serves a population of almost 3 million people with more than 700,000 customers.

He currently leads a team of managers and engineers, who have spearheaded the execution of several projects and short to medium term operations, primarily in the areas of Renewable Generation & Energy Storage Integration; Grid Operations, Resilience & Planning; Implementation of Grid Management Systems for Grid Modernization; T&D Remedial Action Schemes development; Grid Codes & Operational Policies Development and Power Purchase Agreement (PPA) Technical Contract Management.

Lincoy’s experience covers several areas, from Generation Power Plant Operations; Grid Operations; Generation Expansion Planning; Grid Operations Planning & Optimization; Disaster Restoration Management and Strategic Grid Management & Long Term Energy Sector Planning.

Lincoy has a Bachelor of Science degree in Electrical Power Engineering (Honours) from the University of Technology. He has gone on to further develop his expertise in Project Management, Power System Engineering Analysis and Applications by completing several specialized training courses throughout his career. A proud father of two boys, he is a passionate electrical power engineer, who not only is responsible for the training and development of young engineers, but he takes time out to shares his industry experience on different local and regional presentation platforms in the areas of Grid Operations & Planning as well as Renewable Energy and Energy Storage integration. This will not only help Jamaica to promote climate resilience but also to support the country’s economic development and energy sustainability.
