Mr. Garcia serves as Senior Director, Managing Fellow – Admin & Regulatory Law for CPS Energy, the largest combined electricity and gas municipally-owned utility in the United States, where he focuses on utility regulatory and administrative law matters and advises internal business units on commercial transactions, business strategy, policy initiatives, and rate recovery. His work covers a wide range of legal matters, including wholesale market operations, generation resources, facilities interconnection, power purchases, energy storage technology, pole attachments, communications network architecture, wireless systems, public safety communications, broadband connectivity, technology procurement, inter-governmental transactions, regulatory compliance, legislative review, utility franchises, rights-of-way & easements, large commercial service delivery, natural gas supply, and related matters.
