From Asset Monitoring To Asset Performance: A Risk-Based APM Case Study at Humboldt Utilities
 
The problem is not data. It is the absence of standardized decisions.
 
Most utilities have deployed online monitoring on critical assets. Few have improved fleet-level reliability as a result. At Humboldt Utilities, this gap was traced to a specific failure: monitoring systems produced condition data, but maintenance and capital decisions remained reactive, inconsistent, and largely age-driven. The data existed. The decision framework did not.
 
This session presents a technical case study of how Humboldt Utilities redesigned its asset decision process—without adding new monitoring—by implementing a structured Asset Performance Management (APM) across its critical asset fleet.
 
The approach is built on three core elements:
  • Asset Health Indexing: A fleet-wide Asset Health Index (AHI) combined monitoring outputs, diagnostic results, and operational history into a single, standardized condition score. This replaced ad hoc assessments with a repeatable methodology across asset classes.
     
  • Quantified Risk Scoring: Each asset was evaluated using probability of failure and consequence of failure, producing a composite risk score that directly informed maintenance prioritization and capital sequencing, aligned with ISO 55001:2024 best practices.
     
  • Planning Integration: Health and risk metrics were embedded into work execution and capital planning workflows, establishing a closed loop between asset condition and operational decisions. Every intervention was required to demonstrate measurable risk reduction.
     
Outcomes were measurable: a 15–20% reduction in forced outages on critical assets, a 20–25% reduction in emergency work orders, and $3–5 million in deferred capital replacements, with no increase in risk exposure.
 
The case challenges a persistent industry assumption: more monitoring leads to better outcomes. Humboldt’s experience shows that the constraint is not data availability but decision standardization. Utilities that convert condition data into risk-ranked action outperform those that continue adding monitoring without standardized response protocols.
 
Attendees will leave with a replicable model for implementing AHI and risk-based prioritization, and clear guidance on integrating these metrics into existing planning processes.
