As utilities navigate the growing complexity of grid operations, driven by distributed energy resources (DERs), electrification, aging infrastructure, and rising cybersecurity threats, control centers must evolve to meet modern demands. AES Ohio partnered with West Monroe to deliver a state-of-the-art Transmission & Distribution (T&D) Operations Center that redefines how utility operations are monitored, managed, and future-ready.

This next-generation facility integrates advanced SCADA architecture, high-resolution visualization systems, and a full-scale WEYTEC KVM solution, providing seamless access to diverse OT/IT systems via human-machine interfaces.  Secure NERC CIP-compliant infrastructure, new on-site data centers, and built-in redundancy through dual power feeds, UPS, and generators ensure continuity under stress.

Across distribution, it enables voltage optimization (Volt/VAR), automated fault location, isolation, and service restoration (FLISR), and real-time network modeling through an updated GIS and E-Map system. A new outage management system (OMS), integration of smart meter data, and support for advanced ADMS/DERMS platforms further enhance grid visibility and response. On transmission, it supports ambient-adjusted line ratings and renewable inverter-based generation, while planning for future load growth from AI-driven data centers.

The co-location of dispatch, support, and operations enhances coordination and storm response and allows for media inquiries. A dedicated Emergency Operations Center provides flexibility during major events and serves as a training and simulation hub for workforce development. Additional features include ergonomic console workstations, managed lighting, and scalable layouts to support both normal and emergency operations.

This presentation will share lessons learned from planning, design, and implementation for utilities seeking to modernize operations and provide safe, reliable, affordable service to customers.
